Post Disaster Needs Assessment in Türkiye

The post-disaster needs assessment project, funded by JICA through Ilbank, aimed to analyze the damages and needs of eleven provinces in Turkey (including provinces: Adıyaman, Hatay, Kahramanmaraş, Kilis, Osmaniye, Gaziantep, Malatya, Şanlıurfa, Diyarbakır, Elazığ, Adana, Mersin, and Kayseri) that were affected by the earthquake on February 6, 2023.

This study aims at identifying and analyzing the particular needs in various sectors such as environmental infrastructure, municipal service buildings, firefighting and disaster management, road and transportation networks, and machinery and equipment. Additionally, it aims to outline the pipeline initiatives related to these sectors.

This study provides a thorough analysis of the damage caused by the earthquake. This output provides a comprehensive analysis and assessment of the damage extent in these provinces. Furthermore, it highlights the crucial significance of the necessary needs for the process of recovery and restoration.  The post-disaster needs assessment process consists of four main stages: damage assessment, needs assessment, prioritization, and investment programming.

In order to achieve the project outcomes following activities have been done:

  • Activity 2: Damage Assessment in the infrastructure and buildings
  • Activity 3: Needs Analysis based on the stakeholder engagement, engineering investigation and filed visit
  • Activity 4: Prioritization of the needs
  • Activity 5: Establishing the list of pipeline projects
  • Activity 6: Projects sheet development (cost estimation, financing, financial analysis, negotiations with the IFIs, implementation modality)
  • Activity 7: Investment programming
